HM PRISONS ISSUES

January - March 2004

During the first quarter of 2004, members of the Parish Council and the Clerk have been spending a lot of time recently in and around the prison campus – what might you ask have they been up to?

Following concerns voiced over planned extensions to the prisons the Parish Council were invited to meet with representatives from the Prison Authorities; Chorley Borough Council and Lancashire County Council to discuss certain issues and possible solutions. The main topics on the agenda were:

  • Traffic - speed, volume etc.

  • Access to the prison site

  • Measures to reduce traffic volumes accessing the prison campus· Noise – in particular disturbance to residents· 

  • Screening

The Prison Authorities were very receptive of the views put forward and many of the points raised have been taken on board and efforts are currently being made to address some of the issues.

The Parish Council by invitation from the Governor visited HMP Garth, to learn a little more about the ethos and the training programme for the prisoners. We are very grateful to the Governor for giving us this opportunity, the visit was very worthwhile.

A further meeting took place with Officers from HMP Wymott to discuss screening. A plan for planting trees and bushes was agreed which in addition to improving the appearance of the site should also provide a habitat for wildlife. Again thanks are expressed to the Governor for the assistance given.

And finally arrangements have been made for a small group of residents from the Wymott estate and property nearest the prisons on Ulnes Walton Lane to inspect the new house block at Wymott after the building has been officially handed over.

A lot of bridges have been built in recent weeks between the Prisons, Parish Council, Borough Council and County Council.  It is hoped that the links formed will enable progress for the good of the parish to be made.
