The End Is In Sight - Or Is It A New Beginning?

The preparation of the Parish Plan is now reaching the home straight. All the consultation is complete and the draft plan is with the printer, it is hoped the final version will be available in mid March.

Many of the proposals included in the plan will require substantial financial input through grant aid and also volunteer time. In order to take the projects forward a new community group will be formed called Action for Ulnes Walton. Everyone in the Parish will have automatic membership of the group and it is hoped many of you will enjoy being involved in the activities planned.

An Executive Committee will need to be formed to oversee the activities of the Group and a public meeting will be arranged to appointment members of the Committee, this will probably coincide with the launch of the Parish Plan. More details will follow but if you wish to find out more about what Action for Ulnes Walton is hoping to achieve take look at the Website, or if you are interested in being on the Executive Committee contact the Clerk.

For those of you who expressed an interest in being part of the Heritage Project this will now be done under the umbrella of Action for Ulnes Walton

Action For Ulnes Walton

Many of the recommendations of the Parish Plan carry substantial resource implications and will require external funding, the Parish Council is a statutory body and as such the sources of funding available are limited as many grant providers exclude Parish Councils.

To allow the projects to proceed a new community group will be established called Action for Ulnes Walton. A constitution has already been adopted by the Parish Plan Steering Group and Action for Ulnes Walton will be officially active from the 1 April 2004. The aims of the group will be:

(i) For the benefit of the inhabitants of Ulnes Walton and surrounding areas, (without distinction of sex, sexual orientation, race or political, religious or other opinions) by association with local authorities, voluntary organisations and inhabitants in a common effort, primarily but not exclusively, by the advancement of education, the promotion, protection, preservation and improvement of the natural and built environment; and

(ii) by the provision or assistance in the provision of facilities for recreation or other leisure time occupations with the object of improving the conditions of life of the said inhabitants.

All residents of Ulnes Walton will receive automatic membership of Action for Ulnes Walton and it is hoped the active groups in the parish will affiliate. Action for Ulnes Walton will work to benefit everyone associated with the Parish and it is hoped many residents will take an active part in the running of the group and be involved in the projects.

The group will be managed by an Executive Committee and volunteers will be sought to fill the positions shortly. Beneath will be a number of working groups looking at the different ongoing tasks, this will include the Heritage Project.

There will of course be certain costs associated with the set up of the new group such as insurance, stationery, administration etc. The Parish Council Clerk is currently seeking funding from a number of sources.

The group will operate independently from the Parish Council and will eventually become a registered charity.

First Fruits of the Parish Plan

Community Cars Scheme coming to Ulnes Walton:

Many of you have indicated a willingness to become involved as a volunteer driver (all expenses paid) in the Community cars scheme.  As a result the Parish Council has agreed to collaborate in the extension of the existing scheme, based in Eccleston, to cover Ulnes Walton.  If you indicates your interest on the Questionnaire we will contact you shortly.  If you didn't, why not contact Derek Ormerod on 01257 451516 and volunteer your services.

To Date in Brief:

  • Spring 2003 - A consultation exercise has taken place and there was an outstanding response to a questionnaire received by every household in the Parish.
  • June 2003 - A highly successful "Past and Present" day was held at the Old School, highlighting the Parishes Viking connections with the present day.  
  • Autumn 2003 - "Focus Groups" were created to concentrate on specific aspects of the proposed Parish Plan.
  • December 2003 - Members of the Ulnes Walton Parish Council and the Parish Plan Steering Group presented the draft Parish Plan to the public.
