Bag It & Bin It
At the request of the Parish Council a temporary dog waste bin has been
provided by Chorley Borough Council on Willow Road on a three month trail
basis. Your views are needed on this initiative:
- Is there a demand for the bin?
- Is this the right location?
The use of the bin will be monitored and if demand is sufficient a
permanent one will be installed. Half the cost of emptying will be met by
the Parish Council which will ultimately be paid for by residents, so it
is important to make your views known.
Any Old Iron?
The Parish Council is working with HMP Garth on the creation of some
sculptures for the village and your help is needed. One of the designs
requires a considerable number of used horse shoes—big or small. If you
have any to spare please take them to the collection point at Ernshaws
Shire Farm on Ulnes Walton Lane.
Keep It Tidy
In an effort to keep the parish tidy two new waste bins have been
provided - one near the entrance to Wymott Park, the other in the lay-by
at the north end of Ulnes Walton Lane. If you see any litter bins that
need emptying in order to save time please ring the Borough Council direct
on 01257 515243.
Every Vote Counts
If you currently have a postal vote but would prefer to go to the
polling station then you need to contact the Borough Council on 01257
515130 to change the arrangement.
Rags Or Riches?
The pink bag provided by the Borough Council for textiles is intended
for items that are only fit for rags, items of clothing etc that are fit
for use by someone else should be given to charitable organisations.
Charity shops in the area have noticed a considerable reduction in the
donations of good clothing since the pink bags were introduced, so please
continue to take your items to them and not use the easy option of the
pink bags.

Post Office Card Accounts
If you visited a local Post Office at the end of April you may have
noticed a petition on the counter. This petition was asking for your
support to protest against the Government’s plan to stop paying pensions
into Post Office card accounts in 2010.
If this goes ahead it will mean that anyone whose pension or benefit is
currently paid into one of these accounts will have to find an alternative
bank account. This may sound simple but if you don’t already have another
bank account you will in all probability need to produce identification
(usually in the form of a passport or driving licence) to open one and not
everyone can do this.
There is also the distinct possibility that if the Post Office card
account is scrapped it could have the knock on effect of closing the local
Post Offices and other services such as road tax, foreign currency,
passport checking, payment of bills, council tax payments and council
tenants rent payments will be lost. If the Post Office were to close where
would we go? The villages of Bretherton, Croston and Ulnes Walton are
rapidly losing what bus services they had so journeys to Preston, Chorley
and Leyland are not easy if you don’t have access to a car.
Lindsay Hoyle MP is fighting to keep the card account from being phased
out. If you feel strongly about this situation then please write to
Lindsay at 35-39 Market Street, Chorley, PR7 2SW and let him know your
views.

Village Information Point
Thanks to a Green Partnership Award, Action for Ulnes Walton has been
able to erect an information point on the car park at the Rose And Crown.
It will be used to provide details not just about the groups activities
but also leaflets covering health issues; local events; newsletters etc.
The point should be fully operational from the middle of May onwards.
Thanks to Henry Mayor; Wendy Melling; the Parish Council and Jack Gornall
for their help and support with this project.

Parish Assembly – 8 May 2006
The Parish Council have decided to alter the format of the Parish
Assembly, this year instead of having a speaker some of the community
groups from within the parish will make short presentations on the ethos
of the group and the activities undertaken over the last twelve months or
those planned. As well as being of general interest to the residents it is
hoped it will also result in increased volunteer contribution/membership.
The Assembly will commence at 7.00 pm and presentations will be as
follows
- Action for Ulnes Walton
- The Elderberries
- Ulnes Walton Bridleway Association
- Ulnes Walton Charitable Fund
- Ulnes Walton Fund Raisers
- Ulnes Walton Road Safety Group
- The WI
- ...And finally the Parish Council
Wine and fruit juice will be provided prior to the Parish Council
Annual meeting which will commence at 8 pm.
So come along and find out what is happening in and around Ulnes
Walton.

Ulnes Walton Lane Road Safety Working Group
The successful first meeting of the group took place on Monday 20 March
2006, it was attended by Martin Trengove from the Lancashire Partnership
for Road Safety, who was able to provide lots of useful information and
advice. The Group now intends to use this to build an action plan for the
village and try to make the community’s roads a safer place to be.
The Group needs to be expanded to cover not just Ulnes Walton Lane but
the whole of the Parish, so if you have concerns about road safety in the
area please come along and help to make the groups voice heard.
NEXT MEETING - Monday 3 April 2006, 7.30 pm at the Old School.

Congratulations to Action for Ulnes Walton in securing a Green
Partnership Award to enable the provision of a Village Information Point.
The out door stand will be located at the Rose and Crown and will have
boxes containing useful information about health care; environmental

Ulnes Walton Lane Road Safety Working Group
The first meeting will take place as follows –
MONDAY 20 MARCH 2006, 7.30PM
AT THE OLD SCHOOL ON ULNES WALTON LANE
The purpose of the Group is to consider the current road safety
measures in place on Ulnes Walton Lane and give thought to what needs
improving.
It is clear from letters; emails and representation at Parish Council
meetings that there is definite concern about road safety along the Lane.
As explained in recent newsletters Lancashire County Council now operates
a policy whereby they no longer deal with items relating to road safety on
a one off basis, Parish Councils must prioritise areas of concern and put
them forward for consideration for inclusion in the County Councils
Business Plan.
The Parish Council cannot do anything about the concerns relating to
Ulnes Walton Lane without the support of residents and evidence is needed
to persuade the County Council to take action, this can only come from the
people experiencing the problems.
Martin Trengove from the Lancashire Partnership for Road Safety will be
speaking at the meeting, he will give guidance on how best to put forward
a package to the County Council and what information needs to be
collected.
The meeting is open to all residents to attend.
Area Forums Pilot Scheme 2006
Chorley Borough Council is currently looking at better ways to engage
with residents and businesses and will run three Area Forums on a trial or
‘pilot’ basis in 2006 in the Clayton-le-Woods North Ward, Coppull Parish
area, (comprising of the Coppull ward and part of the Chisnall ward) and
Lostock Ward (comprising of the Parishes of Bretherton, Croston and Ulnes
Walton).
The aim of the Area Forums is to allow the Council and partner
organisations such as the appropriate Parish Councils, Police, Primary
Care NHS Trust, local Housing Associations and voluntary and community
groups, to get together with people from three areas of the borough to
discuss any issues that directly affect the community.
The idea is to give everyone associated within the three areas a chance
to discuss how services and the quality of life in the area can be
improved.
At the end of 2006 the Overview and Scrutiny Panel will review
Chorley’s pilot Area Forums and make recommendations on the future of this
initiative. That could be to establish Area Forums across the whole
borough or, alternatively, to pursue some other form of community
engagement.

Wymott Park - Future Development
Wymott Park is an asset and facility for everyone where-ever they live
to enjoy.
Wymott Estate Community Association (WECA) along with Groundworks and
Chorley Borough Council did a great job resurrecting Wymott Park.
An opportunity has arisen for further development. Funding has been
found by the Parish Council to provide new play equipment and Chorley
Borough is assisting. However, YOUR HELP IS NEEDED!
With the best will in the world, the Parish Council cannot do everything -
help is needed if these improvements are to go ahead.
A working group needs to be established to plan and coordinate the
improvements - expert advice will be given by Chorley Borough.
If you feel you can spare a little time for a few weeks and usefully
contribute to the working group, then please get in touch.
This is your community project for the benefit of the youngsters.

Did You Know That Hedgrows Are Important?
Hedgerows are an important feature of the countryside, both for their
wildlife value and for their landscape and historical importance. Ulnes
Walton has been identified as having some of the most significant
hedgerows in Lancashire.
It is against the law to remove most hedges without permission, removal is
uprooting or otherwise destroying a hedge, even over enthusiastic
maintenance can be considered an offence especially if it is on land used
for agriculture or horses.
Anyone wishing to remove a hedgerow or carry out substantial maintenance
must seek permission from Chorley Borough Council’s Planning Services by
calling 01257 515226, likewise if you become aware of someone removing a
hedge without permission it should be reported to the same section.
REMOVAL OR DAMAGE TO A HEDGE WITHOUT PERMISSION COULD RESULT IN
PROSECUTION, with unlimited fines and the cost of replacing a hedgerow
could be substantial.

Similar legislation applies to trees in that a landowner can only remove
the equivalent of one tree per year without licence from the Forestry
Commission. This even applies to trees that do not have tree preservation
orders.
With Ulnes Walton’s hedgerows having such significance Action for Ulnes
Walton has been making enquires about the possibility of developing a
Hedge and Tree Project to follow on from the success of the Wildflower and
Bee Project. Watch out for more details on this later in the year.
