Apologies Apologies were received from Cllr Mrs Doran 2. Extensions to HMP Wymott and Garth Members wished to applaud the efforts made and the willingness to try and reduce the amount of traffic using the areas roads through the production of the Travel Plans, however it is felt that a target of 5% is modest and a more challenging target should be set and that positive steps be taken to implement the proposals. The applications did not contain any evidence of screening proposals and it is felt that the screening should form part of the planning requirements with a time scale established for the planting to be completed. APPLICATION REF 9/04/00385/CIRC ERECTION OF CRANKED THREE STOREY HOUSEBLOCK AT HMP GARTH There are no objections to the proposals provided that inmates on the top floor are unable to see over the perimeter wall. APPLICATION REF 9/04/00409/CIRC; 9/04/00456/CIRC AND 9/04/00456/CIRC ERECTION OF GYM, NEW KITCHEN AND CAR PARK EXTENSION No objections provided the general comments are taken into consideration. 3. New Barn Development at Lostock Bridge Farm Members felt that objections made to the previous application on the same site were still relevant in that the development is disproportionate to the size of the holding and little has been done to minimise the impact on the landscape. The proposals will mean that the building protrudes above the skyline and screening is requested to break up the outline. Previous applications have required that screening be provided it is not clear if this has been completed and some of the shrubs/trees that were planted have perished. It was acknowledged that the submitted plans do show proposed screening but it does not state of what type. It is further questioned whether there is a business plan for this site and if it is intended that there be further development. 4. Erection of Two Storey Extension at Pear Trees Barn No objections. |
