AGENDA FOR A MEETING TO BE HELD ON MONDAY 12 DECEMBER 2004 AT 7.30 PM

2. Declaration of Interest

Members are asked to consider any personal/prejudicial interests they may have to disclose in respect of any matters under consideration at the meeting.

3. Minutes of the Last Meeting (attached)

4. Matters Arising on the Minutes (not elsewhere on the agenda)

Update on progress on issues not covered elsewhere on the Agenda.

5. Quality Parish Council

Members are asked to give final consideration to the grant application to be submitted for funding from the QPS Investment Fund (see paper attached) 

6. Prison Liaison Panel

Following recent discussion with the Borough Council it has been established that there cannot be any further changes to the make up of the Panel. Members are asked to consider how this matter should now be addressed.

7. Prison Issues

There are a number of issues relating to the prison sites which have been pursued through different avenues on which no progress is being made these include the location of a dog waste bin; planting of screening and the multi user track. Members are asked to consider how best to pursue these matters.

8. New Lane Area

Members are asked to note the content of a letter received from the Royal Mail (attached)

The Clerk will report further on the nature of a recent telephone conversation with Mr Gilson

9. Dog Nuisance

Members are asked to consider appropriate action to deal with the problems of dogs fouling on the Wymott estate.

10. Letter from Urswick Parish Council

Members are asked to note the content of the letter attached and any appropriate response. 

11. Parish Plan Implementation

Members are asked to note progress made in implementing the actions from the Parish Plan. 

12. Planning 

Minutes of a special meeting to discuss Planning Matters held on 29 November 2004 (attached) and subsequent action.

At the time of printing there are no new applications.

13. Finance

  • Consultation by Chorley Borough on Special Expenses. The Clerk will report on the Boroughs intention to address the issue of ‘double taxation’.
  • Clerk Remuneration – see paper attached.
  • Budget 2004/05. Members are asked to give approval to the proposed budget and determine the amount of the precept for the coming financial year.
  • Approval of items of expenditure

14. Blackburn Cathedral Invitation

An invitation has been received fro the Chairman to attend the annual Epiphany Service on the 16 January 2005

15. Matters of Concern

An opportunity for Members to raise items that need attention or matters for discussion at future Parish Council meetings.

16. Borough Councillors Report

An opportunity for the Borough Councillors to bring attention to any matters of mutual interest. 

17. Date and Time of Next Meeting

Time will be set aside at the end of the meeting to give an opportunity for members of the public to raise questions or matters of concern for discussion at future meetings.
