AGENDA FOR A MEETING TO BE HELD ON MONDAY 5 APRIL 2004 AT 7.30 PM

The Clerk will update on progress on issues not covered elsewhere on the Agenda.
4. Prison Issues
Report on the recent visit by Parish Councillors and residents to HMP Wymott (see notes attached)
Prison Liaison Committee
Following the meeting with the Prison Authorities in January it was agreed that the Borough be approached with a view to changing the make up of the committee to make it more representative of local views. The Borough have agreed to give this consideration and requested that a list be produced suggesting the possible representatives. It is suggested at this stage that the numbers be limited until the group is firmly established then the membership can be given further consideration.
Consideration also needs to be given as to who will co-ordinate the committee.
5. Appointment of Trustees to the Old School
Two applications have been received for the vacancies. Members are asked to give the applications consideration.
6. Parish Council Website
In recent weeks there has been a considerable increase in the number of queries and correspondence received in the form of email by the Clerk. It is apparent that a clear policy is needed as to how mail received in this format is dealt with and members are asked to give this consideration.
Confidentiality clause. Following a recent incident were an email was passed on to a third party approval is sought to include a privacy clause in Parish Council emails.
Transfer of domain name. The website is currently registered in the name of a Parish Councillor, Members are asked to give consideration to transferring the name.
7. Traffic Issues
There have been a number of incidents recently whereby vehicles parked on the forecourt at Oakdene have rolled away causing damage to neighbouring property. Members are asked to note this and consider any possible remedy.
Members are asked note the Incident Report Form that has been brought to the Clerks attention.
8. Wildflower Project
Members are asked to give consideration to a wildflower planting project in the grass verge along Southport Road.
9. Arrangements for the Parish Assembly.
Draft Annual Report enclosed.
10. Finance
- Purchase of filing cabinet
- Monitoring Statement
- Approval of items of expenditure
11. Planning
New Applications
Erection of Conservatory to the rear of 4 The Maples Ulnes Walton Lane
Two storey front extension to 132a Southport Road
Permanent retention of two residential park homes for occupation by employees at the Royal Umpire Caravan Park
The Clerk will draw attention to any other matters relating to planning.

A letter has been received from a resident. Members are asked to consider how this matter should be dealt with. See briefing notes enclosed.

An opportunity for Members to raise items that need attention or matters for discussion at future Parish Council meetings.

An opportunity for members of the public to raise questions or matters of concern for discussion at future meetings.

SUGGESTED INITIAL MAKE UP OF PRISON LIAISON COMMITTEE
3 Parish Councillors
2 from Ulnes Walton
1 from Bretherton
2 Borough Councillors
Lostock Ward
1 County Councillor
1 or 2 representatives from each Prison
It is suggested that the committee remain relatively small until it is established and found to be worthwhile, after a few meetings the membership can be reviewed and if felt appropriate representatives from other community groups could be invited to join.
Committee to meet every three months on pre arranged dates
Representatives from say the Borough Council could be invited to attend as necessary e.g. if there is a planning issue for discussion the relevant Planning Officer.
